This research into the methods by which time is managed by the construction industry, conducted in December 2007 and January 2008 by The CIOB, was, at that time, the first of its kind. The essence of the research was to understand industry performance in managing time on construction projects, in particular the techniques used and the competence of those engaged in the process. The thesis of the research was that, despite the development of sophisticated critical-path network software tools, little had changed in the practice of time-management since the development of the bar chart nearly 100 years ago. This thesis was expounded by members of the project team on the basis of their own experiences of the failure of many projects, through delays, time-based claims and disputes. The main purpose of this research is to raise awareness in the industry of time-management issues, to identify current levels of understanding of time management, gauge members’ opinions on the current standards of education and training of planning engineers and project schedulers and to determine the degree to which available technology is used in time management.
